Checked on 21 October 2026 against Update 6.0 (build 0.10.0.653173). This is a fan wiki page about The Last Caretaker. Most player reports below are older than Update 6.0; each gives its date (UTC) and says when it is before an official change.
MartyS said the seat process is automatic [S9]. Players disagree on how old humans must be for the later committees: some give higher ages, clpierson45 says most committees allow 18-year-olds [S8], and the community wiki lists 18 for all of them [S22]. Players in the March posts below said seats filled after about one real day, with reports up to two days [S6]. That was before the Update 3.5 ageing change [S23]. One April post ties the wait more to age than to days [S7]. If the Council door says "No orbital representative assigned" [S5], players got through with the developer's experimental -ea Relocate character tool, which Channel37 documents for stuck characters [S4][S5].
What the Council and the committees are
The Council of Humanity arrived in Update 3 (build 0.7.0.608982, 18 March 2026). Channel37 described it as a committee system "allowing humans in space to occupy committee seats and perform actions through a committee terminal" [S1].
In what order things open. The community wiki says the Council quest starts after the quest Gift from Above. You enter the Council chamber because "The Council is waiting to review your first successful launch", and that quest unlocks committees [S10]. So the door comes after your first launch, and committees come after the door.
The first committee in the videos is Habitat Care, which the quest Seats of Care asks you to form [S12]. One video lists its four seats as a room supervisor, a health assistant, a teacher and a lab technician at [2:14] [S12]. Another video names the teacher, lab technician and room supervisor as the seats still needed at [0:38] [S13].
The quest text reads "Assign the committee members" [S14], so many players look for an assign control at the terminal. In one video the player finds none: "There's nothing there that allows you to assign them" ([31:02]) [S14]. On the Steam forum (6 April 2026), MartyS wrote that the quest wording "makes you think you can" assign members, "but as mentioned above that process is automatic" [S9]. Once the committee forms, the player in one video moves on to the True Choices quest line at [4:34] [S13].
Why a launched human is not taking a seat
The one official line on ageing is in Update 3.5 (15 April 2026): "Adjusted character aging system and starting age range." [S23] The points below come from players; work through them in order.
1. The human is still 17 [S7]. Several players report launched humans arriving in space too young:
- Karlosfandango VR (8 April 2026) found that a Teacher launched three days earlier "is only 17 years old" and had not joined [S7].
- Typhoid Mary (21 October 2026): "I had several committee members show up at 17 years old" [S15].
- One player, clpierson45 (9 May 2026), says they only start ageing in space: "They all start at age 17 or 18 as embryos. They don't start aging past that until they reach space" [S8].
- Ageing does not always follow days in space. Foxen (24 March 2026) posted screenshots of a human that had been in space longer than another "but being younger" [S17].
Thiesen (7 April 2026) had two 17-year-olds in space that had not joined: "Humans only join when they're 18 years old" [S7]. That fits the first committee. Ravanger (same thread) says 19 [S7].
2. Players report that later committees need older humans. The committee terminal shows a minimum age for each committee. For Habitat Care, one video shows 18 on screen ([29:02]) [S14]. For the last committees players give different numbers:
| Claim | Who and when | Source |
|---|---|---|
| "They have to be 21 and 22 to build and join the last two committees." | Grollwerk, 17 May 2026 | [S5] |
| "my Mission Seeker is 18 and the committee entry age is 21" | mookie, 8 May 2026 | [S8] |
| "the age ranges from 18-24 ... the Mission Seeker as to be 24" | Coterie Studios, 8 April 2026 | [S7] |
| "Minimum Age: 18" printed for every committee | community wiki, page dated 13 July 2026 | [S22] |
The Mission Seeker figures differ: Coterie Studios (8 April 2026) gave 24 [S7], and mookie (8 May 2026) gave 21 [S8]. The ageing change came on 15 April 2026 [S23], between those two posts, so they may not describe the same system. Read the age shown on your own committee terminal before you plan a launch.
3. Not enough real time has passed. Three players in March 2026, during Update 3 and before the Update 3.5 ageing change, gave about one real day or more [S6]:
- Little Red One (20 March): "I sent a group up and I had to wait 1 day IRL and they auto assigned" [S6]
- gamedex (20 March): "The committee needs members that have at least spent 24 hrs IRL time in space" [S6]
- markdb92 (21 March): "about 2 real life days" [S6]
Coterie Studios (8 April) said they were "not really sure is anything that officially says how many days" and "had devs tell me 24 hours", but added that it "has alot to do with the age then days" [S7]. A different wait comes from a video by Durandian. At [28:53] it says that after a launch "you need to wait 48 realtime hours for the" humans to reach space [S16].
4. One player reported a stuck state that cleared after a reload (6 April 2026, before Update 3.5). MartyS: two of four humans stayed at 17 until "Saving and reloading the game caused them to get assigned" [S9]. UltraHochErhitzt saw 4/4 the next day after loading the game [S7].
On 5 April 2026, mookie said committees had to be checked back at Lazarus and hoped for a PECO option, so players would not have to "schlep back to Lazarus all the time" [S9].
No orbital representative assigned: the locked Council door
The door to the Council chamber can stay locked with the message "No Orbital Representative Assigned". The community wiki says the representative "should be automatically assigned once your first humans are old enough" [S10]. Players on the Steam forum report the door staying shut anyway:
- NiceGuy (17 May 2026) had eight humans in space, four of them aged 21 or 22 with 21 days in space [S5].
- gitman (19 June 2026) had the four Habitat Care humans "up for more than 1 day and are 18 or over but the door still says "No Orbital Representative assigned"" [S5].
- Similar called the door "bugged in 4.0" on 17 May 2026 [S5].
Players got through with the developer's experimental Relocate character tool, which Channel37's support page documents for a stuck or floating character [S4]. Setup of the -ea launch option and the debate over keeping it are on Unstuck and EA tools. These posts are dated from 17 May to 21 June 2026 (Update 4 and the Update 5 beta) [S5]. No one in that thread has said whether it still works on Update 6.0. Back up your save first, since the support page labels the tool "EXPERIMENTAL TOOL - Relocate character (backup saves before using)" [S4].
For the door, Similar's advice was to "click until it puts you through the door" [S5]. zigpocalypse (13 June) and gitman (19 June) said the tool got them in [S5]. Channel37 has not posted this as a fix for the door. One player, captainzulu, wrote on 20 June 2026 that after switching to Update 5 "the door is unlocked for me and I had only sent 1 human" [S5]. That was before the Update 5.0 release of 24 June [S2], so it was the Update 5 beta. No later post in that thread repeats it.
If your save went through the Update 6 public beta, note Channel37's support warning: "Playing the same save in beta and public builds can sometimes cause quests to not progress correctly or finish fully" [S4].
Quest problems Channel37 has fixed
| Patch | What the official notes say | Source |
|---|---|---|
| Update 3.5, 15 April 2026 | "Adjusted character aging system and starting age range." Also "Fixed issues with slot calculations for launched humans." | [S23] |
| Update 5.0 Hotfix 2, 29 June 2026 | "Fixed an issue in the "Seats of Care" quest where the committee formation objective could fail to complete correctly in certain situations." | [S2] |
| Update 5.5, 31 August 2026 | "Fixed a softlock when activating the Habitat Care quest from the Council." | [S3] |
| Update 6.0 and RC1–RC9, 19 October 2026 | No line about the Council, committees or Seats of Care. | [S11] |
The Update 5.0 hotfix matches a symptom players posted in the days before it. maddogrun1 wrote on 24 June 2026 that the game was "still telling me to form the Habitat Care committee even though it is already formed and they are already assigned"; Moss reported "exactly the same issue" on 26 June [S17]. On 4 July, after the hotfix, MissingTarget asked maddogrun1 "You ever figure this out btw?" and got no answer [S17].
Reports since the Update 6 beta
Each report below is dated, and the threads cited show no developer reply:
- paroshok (20 October) waited for launched humans to age, got an F prompt to accept a mission at the terminal, and "I press the "F" key, and nothing happens" [S18].
- cpoce2007 (20 October) launched every committee member and a hologram, and the Echoes for Orbit quest still did not complete [S15]. Typhoid Mary guessed the humans "probably have to age a bit" [S15].
- Restoration Seed quests that don't complete are not a seat problem, but they come up in the same threads. XreZerv (14 October 2026, Update 6.0 public beta) found The Forbidden Fruit and Before the Archives "stuck at the final objective to claim a Restoration Seed" and wrote that the birch seed problem "was while using 5,5" [S19]. At least four more players posted that they had the same problem between 15 and 21 October, on the Update 6.0 public beta and after release [S19].
- During the public beta, Briegel_Busch (15 October) wrote that "The message "No administrator assigned" is displayed at the door again" at the Hall of Humanity in Lazarus [S20].
Growing the right professions is covered on Growing humans; launching them is on Exodus and rocket launches.
